What Is The Canadian Dental Care Plan?
The Canadian Dental Care Plan (CDCP) is a dental care program offered by the Government of Canada through Health Canada. For those who qualify, the plan helps cover some of the costs of eligible dental care services.

However, the CDCP does not cover every dental service, and even covered services are subject to specific coverage rates. You also need to meet certain eligibility requirements to qualify for the plan.

Understanding Balance Billing
Balance billing is when a dental clinic charges you the difference between its regular fee and the amount CDCP reimburses for a particular service. For example, if a cleaning costs $100 but CDCP reimburses $80, a clinic that balance bills can charge you the remaining $20. Not every clinic does this, but it is fairly common.

This is different from your copay, which is the percentage you’re responsible for under CDCP (0%, 40%, or 60%, depending on your income) based on the CDCP fee guide, rather than the clinic’s full fee. At a clinic that balance bills, you could end up paying both your copay and the additional fee difference. A clinic that doesn't balance bill would only charge you the applicable copay.
Denzy can help you find CDCP dentists who don't balance bill, so you know what you're likely to pay before you sit down in the chair.

"I hadn't been happy with my old dentist for years because any check-ups and cleanings over an hour required another visit to finish the job. Once I found Denzy, I found a much better dentist and staff who complete cleanings and check-ups in one visit."

Frequently Asked Questions

Eligibility & Applying
To qualify for the Canadian Dental Care Plan, you must meet Health Canada’s eligibility requirements. The requirements are:
  • You don’t have access to dental insurance.
  • You and your spouse/common-law partner (if applicable) have filed your previous year’s tax returns in Canada (for example, if you apply in 2025, you must file your 2024 tax return).
  • Your adjusted family income is less than $90,000.
  • You’re a Canadian resident for tax purposes.
You can apply for CDCP coverage directly through the Government of Canada’s website. Here is the link to .

Can’t apply online? Call Service Canada at 1-833-537-4342. Once you have applied, if you have any questions about your application, you can call that same number or visit a Service Canada office. Here is the link to find a office near you.
Yes. CDCP coverage doesn't automatically carry over from one year to the next, so you need to renew each year to confirm that you still meet the eligibility requirements. Health Canada generally opens a renewal period each spring.

This is one of those things that's easy to overlook. If you miss the renewal deadline, you can submit a new application, but you may have a gap in coverage while it's being processed. Dental care you receive during that gap won't be covered retroactively. Setting a calendar reminder for renewal is probably the easiest way to avoid the problem.
You can check your application status through your My Service Canada Account or call Service Canada at 1-833-537-4342. Processing times can vary, so if you've been waiting longer than expected and haven't received an update, it's worth checking your status rather than assuming your application was denied.
Coverage & Costs
The amount that depends on a few different factors; those factors include the location of your oral health provider and your income.

Oral health providers, including dentists, use fee guides to determine how much they charge their patients. The CDCP does not use the same fee guide as every province (fee guides vary from province to province); this means that, at times, your fees will be higher than what the CDCP will reimburse.

Your income will also affect how much the CDCP will reimburse; a higher family net income can lead to copays, where you are responsible for paying some of the fees. Here’s how it works, based on net family income:
  • Lower than $70,000: No co-pay
  • Between $70,000-$79,999: 40% co-pay (you pay 40% of the CDCP established fees)
  • Between $80,000-$89,999: 60% co-pay (you pay 60% of the CDCP established fees)
When you book an appointment for oral health care services with one of the CDCP dentists in our network, you can ask them to send a preauthorization to the plan. They can then tell you exactly how much you will owe for dental services up front, and how much the CDCP will cover.
Balance billing is when a dental clinic charges you the difference between its regular fee and the amount CDCP reimburses for a service, in addition to any applicable copay. It's separate from your copay, and while not every clinic balance bills, many do.

For a detailed example, see the "Understanding Balance Billing" section above. You can also ask Denzy to match you with a CDCP dentist who doesn't balance bill.
A 0% copay doesn't necessarily mean you'll pay nothing. You could still have an out-of-pocket cost if your dentist balance bills, meaning the clinic charges more than the amount CDCP reimburses, or if the treatment you're receiving isn't covered under the plan.

Getting a preauthorization before treatment can help clarify your costs ahead of time. Another option is to book with a dentist who doesn't balance bill, so there isn't an additional fee difference on top of your CDCP coverage.
No. CDCP covers specific eligible dental services according to set reimbursement rates, and some treatments require preauthorization before the plan will cover them. Cosmetic procedures and certain specialized treatments may not be covered.

Your dentist can confirm whether a particular procedure is covered and whether you need preauthorization as part of your treatment plan.
